Yes, you can.

Currently, you can deploy a subscription landing page as interstitial, setting exit link for content access and block link for those users who didn’t perform the subscription. 

Please note: users who went through all subscription request redirects (number of those redirects is set in “Cycles” field) and didn’t subscribe, won’t be able to subscribe on second visit to the same landing page (that’s due to web push subscription mechanics), so you can set a campaign with another subscription landing page as the block link.
